Mayor Frank G. Jackson administered the oath of office on July 9, 2014 to two City of Cleveland employees who will assume new leadership positions with the City Planning Commission.
City Planning Director: Freddy L. Collier, Jr. was sworn in today as Director of City Planning. He has more than 20 years of experience in community lending and urban planning and has been employed with the City of Cleveland City Planning Commission for 15 years. Most recently, he served as Assistant Director of the Cleveland City Planning Commission. Collier has a Bachelor of Arts in Urban Studies with an emphasis in urban planning and a master’s degree in Public Administration.
Assistant Planning Director: Christopher Garland was sworn in today as Assistant Director of City Planning. He has served as the Commissioner for Neighborhood Development in the City of Cleveland’s Community Development Department since 2011.
Garland earned his master’s degree in urban planning from Wayne State University (Detroit, Michigan) and earned his undergraduate degree from Purdue University. Prior to coming to the City of Cleveland, Chris served as the Executive Director of the Tremont West Development Corporation. Chris is involved in many community-based programs, such as the National Trust for Historic Preservation, National Main Street Center as a Certified Main Street Manager and is an active member of the American Planning Association (Ohio Chapter).
