Mayor Jackson Swears-In Consent Decree Implementation Coordinator

Today, Mayor Frank G. Jackson administered the Oath of Office to retired Judge Gregory A. White, who will serve as the city’s new Consent Decree Implementation Coordinator.  The position reports directly to the Mayor and is responsible for coordinating the city’s on-going implementation efforts to meet all requirements in the consent decree.

The Implementation Coordinator will ensure that the Division of Police and other city agencies are timely undertaking those tasks assigned to them that are necessary for compliance with the Consent Decree and will ensure that established deadlines are being met.

As Consent Decree Implementation Coordinator, Judge White will provide updates to Mayor Jackson and other city officials on the progress of on-going compliance efforts.

In addition, Judge White will coordinate directly with the Consent Decree Implementation Unit within the Division of Police and interact with the Court-appointed monitor regarding the city’s ongoing compliance efforts.

The Implementation Coordinator will also fulfill any other coordination duties necessary to keep the city’s compliance efforts on schedule to meet the identified and established reform requirements contained in the Consent Decree.

Judge White entered on duty as United States Magistrate in the Northern District of Ohio on March 1, 2008. He previously served as the United States Attorney for the Northern District of Ohio from 2003 to 2008 and as the Lorain County Prosecutor for 22 years, from 1981 to 2003. Judge White attended Lorain County Community College and graduated from Kent State University in 1973 with a Bachelor of Arts Degree in Criminal Justice and Police Administration. He received his Juris Doctorate from Cleveland Marshall College in 1976, graduating Magna Cum Laude.

While serving as the United States Attorney he was appointed by the Attorney General of the United Sates to the Attorney General’s Advisory Committee and served as Chairperson of the Law Enforcement Coordinating, Victim, Community Issues subcommittee. He also served on the Terrorism and National Security, the Border Issues, and the Violent Crime subcommittees. He is a past chairperson of the Cleveland Federal Executive Board. As Lorain County Prosecutor, he was active in the Ohio Prosecuting Attorneys Association and served as President from December 1989 to December 1990. He was selected Outstanding Prosecuting Attorney of Ohio in December 1995.

Among many professional activities, he served for ten years on the Ohio Criminal Sentencing Commission, helping to revise Ohio’s criminal code. He also chaired a statewide Victims of Crime Task Force that made recommendations to the Governor resulting in new laws relevant to the investigation and prosecution of crime perpetrated against mentally challenged and disabled individuals. For eight years he chaired the Attorney General’s Victims of Crime Advisory Board.

Judge White served in the United Sates Marine Corps during the years 1968 and 1969. His service included a Vietnam tour of duty with the Ninth Infantry Regiment. He was awarded the Silver Star, Bronze Star (with “V”), and Naval Commendations Medal (with “V”) during combat actions against the Army of North Vietnam.
