Mayor Jackson Swears-in Commanders for the Division of Police

Monday, December 12th, in a Red Room ceremony held at Cleveland City Hall, Mayor Frank G. Jackson was joined by the Director of Public Safety Michael McGrath, Chief of Police Calvin D. Williams and other public safety members to congratulate and administer the oath of office to four police officers to new command positions for the Division of Police.

“These promotions and appointments are well deserved,” said Mayor Frank G. Jackson. “They speak to the leadership each has demonstrated but as important, they indicate the trust and confidence their peers and leaders place in them for the task ahead.”

“The officers promoted today to the rank of Commander of Police exhibit the leadership qualities necessary to effectively manage at this level,” said Police Chief Calvin D. Williams.  “I am confident in the abilities of both the new commanders and of those who changed assignments.  I am proud to work with them as we continue to make the Cleveland Division of Police one of the top law enforcement agencies in the country.”

Two commanders were laterally transferred to new command positions within the Division and two other police officers were promoted to the rank of Commander.

Mayor Jackson swore-in Daniel M. Fay, who currently serves as the Commander of the Bureau of Support Services, as the Commander of the First District and Thomas N. McCartney, who currently serves as the Commander of the First District, will now take on the role as the Commander of the Third District. In addition, Mayor Jackson swore in two new Commanders to the Division of Police. Sergeant Deirdre R. Jones was promoted to the rank of Commander and will serve as the Commander of Bureau Support Services and Lieutenant Sammy Morris was promoted to the rank of Commander and will serve as the Commander of the Fifth District for the Cleveland Division of Police.

Daniel M. Fay, Commander of the First District. Daniel Fay has been with the City of Cleveland Division of Police for more than 20 years and currently serves as the Commander of the Bureau of Support Services. He was promoted to Sergeant in 2003, to Lieutenant in 2011 and to Commander in 2014. His supervisory assignments include the Fourth District, Office of the Chief, Internal Affairs and the Bureau of Support Services. Commander Fay earned his bachelor’s degree in education from the University of Toledo, and was a 2015 graduate of the F.B.I. National Academy. He has been honored with the Distinguished Service Medal twice. He is transferring from his role as Commander of the Bureau of Support Services to become the Commander of the First District.

Thomas N. McCartney, Commander of the Third District. Thomas McCartney has been with the City of Cleveland Division of Police for more than 27 years. He was promoted to Sergeant in 1997, to Lieutenant in 2000, to Captain in 2002, and to Commander in 2005. His supervisory assignments include the First, Fourth, Fifth and Sixth Districts as well as the Personnel Unit and Bureau of Administrative Services. Commander McCartney is a graduate of the Police Executive Leadership College and has received many letters of appreciation and commendation from various Police Chiefs, and civic and fraternal organizations. Commander McCartney is transferring from his role as Commander of the First District to become the Commander of the Third District.

Deirdre R. Jones, Commander of Bureau Support Services. Deirdre Jones has been with the City of Cleveland Division of Police for more than 28 years. She was promoted to Sergeant in 2009. As Sergeant, she has been a supervisor in the 4th and 5th Districts as well as the Domestic Violence, Inspection and Homicide Units. Commander Jones has received several awards and commendations including:  Medal of Heroism; Chief’s Outstanding Unit Award – Domestic Violence; Several Letters of Appreciation and Commendation; and, a Certificate of Appreciation from the Fifth District Police Community Relations Board committee. Commander Jones also has a master’s degree.

Sammy Morris, Commander of the Fifth District. Sammy Morris has been with the City of Cleveland Division of Police for more than 28 years. He was promoted to Sergeant in 2001 and to Lieutenant in 2015. His supervisory assignments include: Basic Patrol, Fresh Start, and Vice Unit in the Fourth District; The Personnel Unit; Internal Affairs; Public Information Officer;  Mayor’s Security Detail; and, most recently, as the Officer in Charge of the Personnel Section. Commander Morris has received several awards and commendations including:  Letters of Appreciation and Commendation from multiple Police Chiefs; Special Commendation Award; and, the Medal of Heroism.
