Mayor Jackson Swears In Interim Chief of Animal Care and Control

Today, Mayor Frank G. Jackson administered the oath of office to John Baird as he assumes the duties as Interim Chief of Animal Care and Control in a small ceremony at City Hall.

“John Baird is the right choice to be the interim Chief of Animal Care and Control,” Mayor Jackson said. “He has been a leader in animal care and control issues most of his adult life and that experience is what he brings to this position.”

Baird has worked in and around Animal Care and Control for the City of Cleveland for over 38 years. He began in 1979 working with Cuyahoga County and the Chief Deputy County Dog Warden until 1990 when he was hired as the Deputy Director of Cleveland APL. In 1994 Baird was hired by the City of Cleveland as the Chief of Animal Care and Control where he remained until June 2014 when he retired. Since that time he has remained active as a part time Animal Control Officer at Animal Care and Control and was recently rehired as the Animal Control Officer Supervisor for the City of Cleveland.

His new duties will include:

  • Supervising the City Kennels’ Spay and Neuter clinic operations and maintenance
  • Management of kennels and clinic budgets; performing kennel and clinic purchasing duties
  • Determining kennel and clinic priorities concerning available capital improvement monies
  • The operation and maintenance of buildings and grounds as  Conducts investigations and reports violations of City ordinances related to animals
