Ceremony begins in City Hall Rotunda at 11 a.m. and the 5th Annual Parade steps off in front of City Hall on Lakeside Avenue at 12:30 p.m.

Inducting millions of civilians and turning them into effective troops — and keeping them happy, healthy, supplied, and fighting — was also a daunting challenge. In order to find the best way to do that, the War Department mounted an opinion survey, polling nearly a half-million soldiers stationed all around the world throughout the war.
