The Cuyahoga County Diversion Center provides treatment as an alternative to jail for low-level, non-violent offenders suffering from mental illness and/or substance use issues that puts them at risk for arrest. Members of the Cleveland Division of Police who encounter an adult involved in a non-violent and low-level offense, when the individual appears to be or discloses that they are affected by a mental illness or substance use disorder, may offer the individual voluntary treatment instead of arrest. An individual must meet both legal and medical criteria for diversion, and members must have reliable information that the person has a mental health or substance addition.
