City of Cleveland Announces Two Cleveland Police Officers Terminated from Employment, One Officer Demoted in Rank

City of Cleveland Director of Public Safety Karrie D. Howard announces that two Cleveland Police Officers have been terminated from employment with the City of Cleveland, Division of Police and one supervisory officer demoted in rank effective Friday, December 3, 2021.

Cleveland Police Officer Terminated From Employment

Patrol Officer Elaina Ciacchi, 38, was charged with Operating a Vehicle Under the Influence of Alcohol or Drugs (OVI) in Medina Municipal Court. After the adjudication of the criminal case, an administrative review was conducted and Ciacchi was charged administratively with various violations of the Manual of Rules and Regulations. Effective December 3, 2021, Patrol Officer Elaina Ciacchi has been terminated from employment with the City of Cleveland, Division of Police. Ciacchi was hired in 2011. She was most recently assigned to the Fifth District.​

Cleveland Police Officer Terminated From Employment

Patrol Officer Paul Herrin, 27, was charged with Driving or Physical Control While Under the Influence of Alcohol or Drugs, Stopping After Accident Upon Streets and Failure to Control in Cleveland Municipal Court. After the adjudication of the criminal case, an administrative review was conducted and Herrin was charged administratively with various violations of the Manual of Rules and Regulations. Effective December 3, 2021, Patrol Officer Paul Herrin has been terminated from employment with the City of Cleveland, Division of Police. Herrin was hired in 2015. He was most recently assigned to the Third District.​

Cleveland Police Sergeant Demoted in Rank to Rank of Patrol Officer

Sergeant Kenneth Allen, 49, was charged administratively with various violations of General Police Orders and various violations of the Manual of Rules and Regulations. Effective December 3, 2021, Kenneth Allen has been demoted from the rank of Sergeant to the rank of Patrol Officer. Allen was hired in 2001. He was most recently assigned to the Fourth District.​
